Title: Budget Analyst
Location: Hybrid - Washington, DC
Hourly Rate: $40.00 - $60.00/hour
Job Type: Contract (6+ months)

Oversight of Budget: 

  • Review and reconcile annual budgets for client Initiatives and projects and presents these to relevant staff and management for review. 
  • Prepare projected funding need and assure that data in requests is formally and accurately documented in a wide variety of supporting forms, schedules, and reports. 
  • Monitor the execution of a budget with different sources and types of funding such as direct multiyear appropriations, allotments from different appropriations, transfers of funds (to and) from other agencies, reimbursements for services performed, revenue from working capital funds, and trust accounts.
  • Identify and analyze trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are being met on a timely basis and that funds are available and being properly and effectively used to support program objectives.  
  • Research current funding and obligation status to calculate, prepare and present apportionment request to management and submit to OMB for distribution of funds to agencies. 
  • Gather relevant data to satisfy reporting requirements to OMB and Congress; enter data into the MAX database. 
  • Perform a variety of budget operations and administrative tasks to obligate and reconciles monies (including to other Federal agencies acting as “basic” or “child” agencies), funds transfer to other Federal agencies and states, and preparation of financial transaction documentation for payments, deposits, obligations and purchase orders, and de-obligations. 
  • Review and ensure that SF-133 report matches with SF-132, Apportionment and Reapportionment schedule. 
  • Prepare and submit monthly child agency (Fund 712X) reports including Trial Balance and SF-133 report to Department of Transportation (DOT) for inclusion in their financial statements. 
  • Communicate, analyze and follow up on data received from other agencies and forward copy of the reports to USDA. 
  • Reconcile financial reports (Budget Detail Report, Unobligated Balance, Recoveries, etc) with general ledger accounts for client and other child agencies. These reconciliations safeguard the agency from possible Antideficiency Act (ADA) violations. Reconcile data in client system with data in USDA accounting system. 
  • Extract financial data from all existing (USDA/client) systems and use Pivot table, Vlookup and Macro features of Microsoft Excel software to generate reports for analysis purposes. 
  • Prepare the grant accrual for the financial statement after performing analysis of the current outstanding grant portfolio and historical grantee spending activity. 
  • Review and approve grant and vendor payment stamps for submission to USDA. 
  • Review bi-weekly payroll worksheet before submission to USDA. 
  • Assist in the documentation and compilation of audit working papers and files.
  • Document and maintain current processing procedures that relates USDA accounting system. Perform Other Duties as assigned by Division Director: The supervisor may assign special tasks. Perform a variety of office and program support tasks as required.


Qualifications 

  • Bachelor’s degree or equivalent relevant experience. 
  • 4 years of solid budget administration. 
  • Skilled with a variety of financial software. 
  • Proficiency including the Microsoft Office Suite with proficiency in Excel.
  • Knowledge of Federal budget accounting. 
  • Knowledge of Federal Accounting systems. 
  • Knowledge of Federal audit requirements. 
  • Knowledge of OMB circulars governing Federal obligations. 
  • Knowledge of United States Standard General Ledger (USSGL) and crosswalks to ensure proper preparation of the financial reports. · Knowledge of advanced Microsoft EXCEL (ex. Pivottable, vlookup, macro functions). 
  • Knowledge of automated accounting systems, the techniques used to maintain and analyze accounting data, accounting terminology, coding structures, and the procedures necessary to maintain records in the system. 
  • Familiarity with USDA, GAO, OMB and Treasury regulations and procedures for accounting and financial reports. 
  • Skilled in identifying, categorizing, and analyzing quantitative data in order to prepare accounting and financial reports. 
  • Skilled in using automation to input, correct and retrieve data and to design custom reports. 
  • Ability to analyze and evaluate continual changes in program plans and funding and their effect on financial and budget program milestones 
  • Ability to analyze financial and budgetary relationships to develop recommendations for financial and/or budgetary actions 
  • U.S. citizenship is required.
