Job Summary: We are seeking a highly organized and detail-oriented Payroll Manager with hands-on experience using Deltek Costpoint to oversee and manage all aspects of payroll processing. This role is responsible for ensuring accurate and timely payroll operations in compliance with federal, state, and local regulations, as well as company policies and government contracting requirements.
Key Responsibilities:
Manage end-to-end payroll processing for multi-state employees using Deltek Costpoint.
Ensure payroll is processed accurately and on schedule, including regular payroll, bonuses, special payments, and adjustments.
Maintain compliance with all applicable wage and hour laws, DCAA and FAR regulations, and labor distribution rules.
Review and reconcile payroll data, earnings records, deductions, and tax withholdings.
Administer payroll-related activities such as garnishments, benefits deductions, and PTO tracking.
Prepare and file federal and state payroll tax reports in coordination with third-party providers or internal tax team.
Develop and implement internal controls and procedures to ensure payroll accuracy and data integrity.
Support audits (DCAA, financial, workers’ compensation, etc.) by providing payroll records and documentation as needed.
Provide timely and accurate reporting to Finance, HR, and external stakeholders.
Train and manage payroll staff or collaborate with HR and accounting teams as required.
Qualifications:
Bachelor’s degree in Accounting, Finance, Human Resources, or a related field.
Minimum 5 years of payroll experience, including 2+ years of managing payroll using Deltek Costpoint.
Strong knowledge of federal and state payroll laws, including experience with government contracting requirements.
Familiarity with labor cost allocations, fringe calculations, and indirect rate applications.
Proficiency with MS Excel and payroll reporting.
High level of accuracy and attention to detail.
Excellent organizational and time management skills.
Strong communication and problem-solving abilities.
CPP (Certified Payroll Professional) certification is a plus.
