Program Manager

We are seeking a high-profile Program Manager to lead a nationwide initiative providing technical assistance to grantees. This role involves strategic oversight and community engagement to support disadvantaged communities, with a focus on regions with critical needs, such as Guam, Puerto Rico, and tribal areas. The ideal candidate will have a strong background in environmental or civil engineering and experience with nationwide grants.

Key Responsibilities:
  • Program Management:
    • Oversee a 4-year program with a budget of $20 million.
    • Ensure effective and efficient use of funds to support community projects.
    • Manage a distributed workforce of 300 personnel across 9 EPA regions.
  • Team Leadership:
    • Lead and support 4 Deputy Managers and a team of Junior Program Managers.
    • Coordinate with Tech Assistance Coordinators to deliver localized support.
  • Community Engagement:
    • Engage with disadvantaged communities to address issues such as poor drinking water.
    • Facilitate hiring support and build community relations in Guam, Puerto Rico, and tribal regions.
  • Grants Oversight:
    • Review and manage grants across all 50 states and tribal regions, including Alaska and Hawaii.
    • Ensure compliance and prevent waste, fraud, and abuse.
  • Cultural Sensitivity:
    • Be sensitive to local cultures and nuances across diverse communities.
    • Support initiatives in multiple languages (up to 25 languages in the US).
  • Travel:
    • Be prepared to travel occasionally (approximately once a month) to program sites.
Qualifications:
  • Education & Experience:
    • Background in environmental sciences or civil engineering.
    • Experience with nationwide grants, particularly in housing and urban development (e.g., FEMA, DOE).
  • Skills:
    • Strong leadership and management capabilities.
    • Excellent communication skills, with proficiency in multiple languages preferred.
    • Ability to work at a fast pace and handle a minimum of 50 hours per week.
  • Requirements:
    • U.S. citizenship is required, no security clearance is needed.
