Title: Senior Subcontractor
Location: Hybrid - Vienna, VA
Job Type: Permanent / Full Time

The Senior Subcontracts Administrator shall perform responsibilities which include support of proposal responses to ensure compliance with Customer flow-down requirements; monitoring of Subcontractor payment milestones and performance; addressing performance and/or funding issues; and maintaining contractual documentation and file information.  

The Senior Subcontracts Administrator collaborates with company Contracts, Procurement, and Program Management personnel, and external entities addressing business risk and contractual matters, ensures compliance with company policies and procedures, and performs all other position related duties as assigned. 
The Contracts Administrator shall perform the following responsibilities:
  • Prepare proposal responses (management and cost/price supporting information) in accordance with Customer instructions.​​​​​​
  • Ensure excellent communication with Customer and meet all proposal deadlines.
  • Prepare and monitor payment milestones.
  • Address performance and/or funding issues.
  • Administer and coordinate contract modifications and change order requests.
  • Maintain contractual documentation and file set-up information.
  • Ensure compliance with company policies and procedures, and compliance with Government socioeconomic programs and initiatives.
  • Perform all other position related duties as assigned or requested.
  • Broad knowledge of U.S. Federal Acquisition Regulations (FAR), applying knowledge to non-DoD US Government procurements.
  • Broad knowledge of different contract, solicitation and agreement types to include Firm Fixed Price (FFP), Cost Reimbursement, Time & Materials (T&M), ID/IQ, and Non-Disclosure/Proprietary Information Agreements.
  • Direct responsibility for the administration of contracts in support of Department of Defense contracts and others.
Qualifications Required (Skills)
  • Bachelors degree, or equivalent, with a minimum of 7 years of related experience with supervisory experience.
  • Knowledge of Commercial Contracting terms and U.S. Federal Acquisition Regulations (FAR) to include the Defense Federal Acquisition Regulations (DFAR) and Multiple Award Schedules.
  • Knowledge of different contract, solicitation, and agreement types to include Firm-Fixed-Price (FFP), Cost Reimbursement, Time & Materials, Licensing, Teaming Agreements and Proprietary Information Agreements.
  • Experience establishing Subcontracting Plans and conducting reporting requirements in accordance with Federal Acquisition Regulations (FAR).
  • Direct responsibility for preparation and negotiation of subcontract agreements, and subcontract administration of commercial and U.S. Federal contracts, to include responsibility for tracking and documenting change orders.
  • Direct responsibility for preparation and award of subcontractor proposals in support of Commercial and Government acquisitions, to include review of solicitations and tenders to ensure compliance with flow-down requirements; review of business-related information and certifications; review of subcontractor proposal pricing; and conducting direct communications with Subcontractor counterparts. 
  • Performs responsibilities as focal point for issue resolution, including commercial compliances (terms & conditions), acceptance, delivery, and payment issues.
  • Excellent analytical and communication skills.
  • Experience with Microsoft Excel. 
  • Knowledge of Deltek Costpoint or similar management system.
Qualifications Desired
  • Knowledge of export control procedures.  
  • Knowledge of Deltek Costpoint 7.1 or better.
