Operate, sustain, and manage a .net application by updating the system configuration and artifacts as required to support the Authorization To Operate (ATO) by following the RMF process, including:
Updating the system architecture, applications to include the web front-end/back-end, databases or other components as required to operate within the customer environment and meet all cyber security requirements
Managing accounts and access to systems and equipment
Managing systems resources including performance, capacity, availability, serviceability, and recoverability.
Developing and documenting systems administration standard operating procedures
Resolving virtualized system application/database/software interface and interoperability problems
Ensuring systems availability, functionality, integrity, and efficiency
Maintaining the system configuration, including making system changes to address bugs and/or enhancements
Managing the installation and integration of system fixes, updates, and enhancements
Ensuring the rigorous application of cyber security policies, principles, and practices in the delivery of systems administration services and implementing security procedures and tools
Maintaining configuration documentation of systems and equipment
Creating and maintaining disaster recovery documentation
Maintaining, monitoring, and performance tuning to optimize performance and availability
Monitoring and analyzing audit logs, report any irregularities
Monitoring system storage (by user and by program) including temporary storage requirements (print queues, etc.)
Archiving and deleting unneeded files
Maintaining the structure of rights for accounts and groups
Maintaining business system operations, sustainment, and management functions, processes, and system architecture documentation, such as: System/Subsystem Design Document, System and Software Architectures, Configuration Management Plan, Interface Control Document, Database Design and Documentation, System Sustainment and Modernization Documentation, System and Database Administrator Operation, Configuration, and Sustainment Guide, Business End User Operations and Usage Guide, RMF Continuous Operation and Assessment Functions and Operations
Proactively and accurately report on current status of work items, including changes requests and other activities, and engaging for assistance to remove roadblocks
Recognizes problems or situations that are new or without clear precedent; evaluates alternatives and finds solutions using a systematic, multi-step approach and recommends solutions based on LOE and impact assessments
Maintain updates on task completion, challenges, issues, and status using a centralized requirements management tool
Delivers presentations or demos to describe functional changes or requirements released with latest package or image when requested
Education, Certifications, and Eligibility:
Minimum of three (3) years related technical experience and is responsible for the installing, managing, maintaining and troubleshooting .NET applications
Secret Cleared, preference to candidates possessing DoD/DHA Common Access Card (CAC)
Security + or higher (e.g.: CISSP), or ability to obtain certification within six (6) months of onboarding
Required Skills:
Technical expertise to direct team throughout the Systems Development Life Cycle (SDLC) to support a .NET custom application
Design, modify, and implement complex software programming components and application for maintenance and enhancements/upgrades that requires use of:
Telerik Kendo
ASP.NET, ASP MVC, and Web Form development
Visual Studio
MSSQL 2013
Expertise with managing, maintaining, and enhancing custom application using C#, JavaScript, and HTML as well as maintaining and improving database queries (e.g.: SQL store procedures)
Experience with systems integration
Knowledge of SQL Server Management Studio 2012, and Team Foundation Server 2013 and 2012
Knowledge of JavaScript, including jQuery, jQuery UI, AngularJS, NodeJS, and Entity Framework
Knowledge of source control and Agile development
Ability to analyze customer workflow and procedures to recommend operational support tools and technologies to satisfy customer needs:
Act as a liaison between the customer, suppliers, and other technical groups to resolve network and hardware problems (e.g.: componentry vendor or infrastructure teams)
Analyze performance problems and recommends solutions to enhance functionality, reliability and/or usability
Recommend changes and improvements to existing standards.
Provide support or guidance for the overall IT system administration activities such as user access, backup and recovery procedures, patches and upgrades, tuning, and performance.
Technical expertise and familiarity with the Risk Management Framework (RMF) to ensure maintenance of Authority to Operate (ATO), including:

Ensuring systems availability, functionality, integrity, and efficiency

Monitoring and analyzing audit logs, report any irregularities
Following Security Technical Implementation Guide(s) to maintain or upgrade application in compliance with Federal and DoD mandates, directives, and guidelines
Providing requested evidence to demonstrate compliance and update technical documentation or provide inputs to cybersecurity documentation
Working with enterprise services to implement tools such as Splunk
Strong verbal and written communications skills, particularly in translating technical concepts into understandable format
Self-starting and self-managing – ability to work independently to complete tasks and proactive reach out to resolve challenges in a timely manner
