Title: Senior Government Contract Manager
Location: Bethesda, MD
Remote Schedule: 2 days in office during the first month then remote
Salary: $150,000 - $175,000/year
Job Type: Full Time – Permanent
Responsibilities:
- Manage full life cycle of contracts from award through contract close-out.
- Manage administration of multi-million-dollar contracts; review prime contract modifications and issue subcontractor Task Orders/Modifications.
- Review and implement compliance procedures and tracking mechanisms to ensure compliance with federal, state and/or local contracts, including maintaining all contractual documentation and files for CMMI level 3 certified entity.
- Ensure all contractual documentation is concise and consistent, both from a technical and contractual perspective. Identify and develop solutions to out-of-scope cost/schedule changes to protect company resources.
- Responsible for Project Setup Process: review award documents and confirm contract information is accurate and consistent with proposals, Pro Forma, project set-up form, and subcontractor quotes.
- Prepare kick-off documents and conduct internal contract kick-off meetings, primarily for large contract opportunities.
- Meticulously track Award and Modification funding from Prime Contract to Subcontractors.
- Track, manage, and ensure compliance with all Contract deadlines, including period-of-performance, options, extensions, and limitation of cost/funds tracking and reporting.
- Manage contract close-out processes.
- Manage and help others form and maintain relationships with external government entities that request bids from our client.
- File GWAC contract compliance reports with appropriate government agencies.
- Track day-to-day tasks and update contract reports.
- Support corporate audits, as related to prime- and sub-award compliance.
- Support ISO 9000:2015 and CMMI Level 3 corporate certifications.
Minimum Qualifications:
- Bachelor's degree from a four-year college or university or equivalent combination of education and experience.
- Minimum 6-10 years of strong, full-scope, hands-on management of government contracts functions. (former USG 1102s are welcome to apply)
- Contracts - Draft, Evaluate, Negotiate, and Execute Non-Disclosure Agreements, Teaming Agreements, Contracts, Subcontracts and all their actions (including but not limited to: modifications, disputes, claims, assignments and novations).
- Create and maintain strong relationships with contracting officers and partners’ contracts departments.
- Effectively prioritize multiple activities, consistently exercising highly skilled time management.
- Strong SharePoint, Microsoft Excel, and PowerPoint skills. (Salesforce and ProForma skills preferred)
- Ability to communicate the goals and objectives of the Contracts department.
- Excellent oral and written presentation and training skills.
- Ability to analyze/identify relevant terms and conditions and perform risk assessments at appropriate levels for contract scope.
Education:
- Bachelor degree from four-year college or university or equivalent combination of education and experience.
