Title: Senior Supply Chain Procurement Specialist 
Location: Fairfax, VA (3 days on site) 
Length of Contract: 6 months

We are looking for a highly skilled Procurement Specialist to join our client's team. The successful candidate will be responsible for performing moderately complex purchase requests and transactions with moderate dollar liability for goods and services in accordance with company procurement procedures, contractual requirements, and US federal acquisition regulations. The Procurement Specialist will also establish, support, and maintain relationships with vendors, prepare RFQ/RFP, perform cost and/or price analysis, and manage supplier performance. The ideal candidate must have excellent analytical, oral, and written communication skills, and the ability to work in a dynamic environment.

Key Responsibilities:

  • Review and perform moderately complex purchase requests and transactions with moderate dollar liability for goods and services in accordance with company procurement procedures, contractual requirements, and US federal acquisition regulations.
  • Coordinate with internal stakeholders to obtain necessary information to complete the source selection documentation as part of an approved Purchase Requisition package.
  • Establish, support, and maintain relationships with vendors, particularly, critical item suppliers and contract manufacturers.
  • Prepare RFQ/RFP and identify sources eligible to receive RFQ/RFP for complex and/or non-routine procurement requirements. Perform cost and/or price analysis to determine price reasonableness.
  • Conduct vendor due diligence, lead source selection efforts to ensure adequate competition, price reasonableness and cost savings are obtained.
  • Negotiate terms and conditions and flow down applicable contractual requirements.
  • Administer ongoing procurement actions and continuously communicate with vendors to ensure services and/or materials are in compliance with contractual requirements, tracked, and delivered.
  • Manage supplier performance from issuance of order through close-out.
  • Routinely interface with Project Planners, Safety and Mission Assurance, Receiving, and Project Management team on procurement status.
  • Manage and mentor purchasing specialist(s).
  • Perform other duties as directed.

Qualifications:

  • Bachelor's degree in a business-related field.
  • Four years of experience in procurement or equivalent experience in lieu of education.
  • A solid understanding of all steps from procurement to payment, including sourcing-related steps.
  • Good working knowledge of CPSR, FAR, DFARS, GSA, and other Federal Acquisition Regulations.
  • Ability to maintain the highest standards of ethical conduct and practices.
  • Organized, detail and customer-oriented, and dependable.
  • Effective analytical, oral, and written communication skills for customer/vendor relations and interfaces.
  • Experience with Microsoft Navision and Microsoft Office packages.
  • Ability to apply concepts of basic and advanced mathematics to calculate discounts, interests, commissions, percentages, etc.
  • Ability to read and interpret moderate terms and conditions of sales and purchases.
  • Ability to work in a dynamic environment and multitask efficiently.
  • Experience working with all levels of internal and external customers.
  • Experience with international vendor relations and international contracting activities is desired.
  • Basic understanding in the manufacturing of printed circuit boards and printed circuit assemblies is desired.
  • Some working knowledge of export regulations is desired.
