Sr. Acquisition Lead 16418616

The successful candidate works with the government customer to provide life cycle management support / oversight of contracts, ad hoc modifications, and administrative contract actions, including interagency agreements. Assists with acquisition package development, progress tracking, and issues associated with contracted services, equipment, and software. Aids through the pre-award process to include market research and procurement packages.

The candidate will lead a team of analysts to assist a federal government agency in meeting their fiscal, budget, and contractual duties and obligations, including providing time-sensitive analysis and reporting.

Essential Job Functions:

  • Develop and use a system to track and maintain current all-important information on Taskers and acquisition action, keep track of and remind the program office of suspense, and coordinate with the program office for current information to update the status.
  • Working closely with governmental program offices, ensure the adequacy of requirement documents (SOW/PWS/BOM) and assist in developing draft Request for Quotes (RFQs), Request for Proposals (RFPs), and/or Combined Synopsis/Solicitations for CO approval.
  • Develop acquisition planning/milestone charts in concert with program offices.
  • Work directly with Government staff to plan and track program progress, identify program and mission problems and impacts, and develop point papers, recommendations for improvements, and reports supporting graphics, briefings, spreadsheets, and formal documentation.
  • Coordinate with and inform government leaders, resource managers, and program office requirements personnel (CORs, PMs, etc.) on progress throughout the acquisition and budget/financial process, develop and maintain acquisition milestone documents as needed, and report appropriate risks.
  • Plan and facilitate frequent coordination and status updates with numerous program offices for accurate budget and contract tracking and reporting to government leadership’s awareness and actions.
  • Keep records and documentation in a virtual environment, utilizing workflow tools and MS Office for all actions through the procurement life cycle.
  • Be responsible for overseeing the overall schedule and quality of the client deliverables.

Required Knowledge/Experience:

  • Education: Bachelor’s Degree with 5 - 10 years’ experience in DoD/Federal acquisitions and contracting.
  • Background and experience in planning, pre-award, award, and post-award activities for varied and complex requirements and able to produce contracts, modifications, and associated supporting documents with minimal oversight or rework.
  • Ability to support various acquisition strategies, including ascertaining and making acquisition strategy recommendations, with demonstrated experience in this area.
  • Ability to lead acquisition planning, execution, and management of contracting actions while providing subject matter expertise to team and Government leadership.
  • Ability to organize and direct work, coordinate efforts with other functions, and direct personnel to achieve objectives.
  • Responsible for overseeing the overall schedule and quality of the client deliverables.
  • Must be proficient in Microsoft Suite applications, including Word, Excel, PowerPoint, Outlook, Project, and Adobe Acrobat. Experienced in Excel, creating and using pivot tables, and generating graphs for presenting analysis and recommendations.
  • Comfortable working with databases, spreadsheets, and dashboards for analysis and generating various status and business analysis reports.
  • Must have oral and written presentation skills to senior executives.
  • Demonstrated experience using the General Fund Enterprise Business System (GFEBS)

Preferred Knowledge/Experience:

  • Demonstrated experience planning, establishing, and executing against federally funded programs. Creating, maintaining, analyzing, and reporting updates to program spending plans.
  • Demonstrated experience using the Procurement Integrated Enterprise Environment (PIEE)
  • PMP certification.
